Deemed to Satisfy scheme

The ECA ‘Deemed to Satisfy’ scheme means businesses can apply for Registered Membership by providing documentary evidence (such as the assessment report or letter of registration) of their most recent assessment from a certification body whose scheme(s) is recognised and accepted by the ECA.

Below are the certification bodies that operate the schemes recognised by the ECA:

  • ECA Certification (ELECSA)
  • Scottish Electrical Contractors’ Association (SELECT)
  • Ascertiva Group trading as NICEIC
  • National Association of Professional Inspectors and Testers (NAPIT)
  • National Security Inspectorate (NSI) – Fire & Security schemes
  • Security Systems and Alarms Inspection Board (SSAIB) – Fire & Security schemes
  • British Standards Institution (BSI)
  • BRE – Fire scheme
  • European Telecommunication Services Association (ETSA)
  • Warrington Fire

Technical assessments carried out by UKAS accredited, Government-approved ‘Full Scope Competent Person Schemes’ for Part P of the Building Regulations are accepted under the Deemed to Satisfy scheme. (Please note that assessments from BSI are not accepted.)

If you wish to join the ECA under the Deemed to Satisfy scheme, please ensure you give your ECA Regional Manager the document(s) confirming your assessment when you submit your Registered Member application form. The document(s) will be verified, copied and returned to you.

When you have successfully completed the application process, you will receive an ECA Technical Standards Certificate, confirming that your business has met our requirements. We will then conduct annual checks to ensure you have maintained your technical competence through the third party.

We will notify you if we are unable to verify your registration/ membership via a third party scheme.

The ECA also operates its own Membership Certification Scheme, which is UKAS-accredited. If you join the ECA under the ‘Deemed to Satisfy Scheme’, you are invited to join ECA Scheme when your next technical assessment falls due. If you would like to join the ECA Scheme, please contact your local Regional Manager.

The benchmark used by the Association for demonstrating competence is the Electrotechnical Assessment Specification (EAS) maintained and published by the Institution of Engineering and Technology (IET).
