Pre-qualification and assessment

This section outlines how to make use of Safety Schemes in Procurement (SSIP) during health and safety pre-qualification, and provides practical advice and information on successfully engaging with pre-qualification.

Pre-qualification and assessment may cover topics beyond health and safety, but health and safety is a core, and for many the most significant, topic in contractor PQQs. Most PQQs involved a ‘desktop’ (not in-company or no-site) assessment.

PAS 91, the BSI construction industry PQQ, includes SSIP core health and safety questions, along with other widely asked PQQ questions.  The ECA is actively involved in the development of PAS 91.  

Higher risk or more complex contracts may require evidence of on-site assessment, to give a client or main contractor additional assurance of contractor capability. Two examples of on-site schemes are Building Confidence (assurance) and OHSAS 18001 (management systems certification).
