Les Bayliss, Assistant General Secretary, Amicus

The Future Shape of Industrial Relations

Over the past seven years, the UK construction industry has enjoyed its most sustained period of growth in decades, and this is predicted to rise further still, said Les Bayliss of Amicus in his presentation.

“Notwithstanding the relative demand arising from such high profile major projects as London Olympics 2012,” Les told the conference, “some industry commentators are already predicting a 45% increase in infrastructure activity between 2008 and 2013.”

Increased labour requirement

However, against this foundation for continued growth, concerns have been raised with the prediction that an additional 348,000 workers will be needed over this period. Detailed analysis suggests this includes an annual requirement of an additional 8,130 electricians.

“When analysing the current trends in employment within electrical contracting we need to take every step available to encourage operatives into long term direct employment, Les told delegates. This can only be done through a consistent national collective agreement that facilitates suitable financial reward for an occupational group in high demand”.

Les said that Amicus would continue its support for such agreements, which provide the stability required for the increasing expansion of the industry.

Looking to the future

Les stressed the need for small and medium M&E contractors to understand the changing dynamics of both the industry and the whole economy, and in doing so appreciate the role of the union.

He stated that it is essential to understand the wider European market and its demand for operatives when thinking about potential skills shortages.

“The cross border movement of skilled operatives and the increasing competition from overseas contractors should be of significant concern to the UK-based contractor,” he added.
