Latest update on furlough

The Government has issued the fourth version of its online guidance 'Claim for your employees’ wages under the Coronavirus Job Retention Scheme' (JRS).
Version 4 follows official confirmation that employers can start submitting their claims for grants under the JRS from next Monday (20 April). Further, v4 of the guidance moves the cut-off date for eligibility under the JRS back from 28 February to 19 March, allowing employers to furlough more recent recruits, previously excluded from coverage under the Scheme.
There is also a Treasury technical direction to HMRC on how to operate the JRS, which mostly echoes guidance on the key issues of eligibility and payment limits. It does appear, however, to impose some stronger conditions and restrictions - for example, defining very narrowly the tasks company directors may undertake whilst on furlough, and potentially excluding from grants paid under the JRS certain bonus arrangements which previously the guidance might have been interpreted as allowing.
