Green Our Homes – CLC Retrofit Strategy

This week the CLC published the second iteration of the National Retrofit Strategy, a twenty-year blueprint for how the construction industry can work with Government to retrofit the UK’s 28 million existing homes. ECA worked closely with the CLC and others to ensure health and safety features prominently in the new strategy. 

ECA, along with 37 others, has signed a letter to Kwasi Kwartang, the Secretary of State for Business, Energy, and Industrial Strategy. The letter calls for the Government to improve energy efficiency in UK homes, through a mix of measures included in the Heat and Buildings Strategy. A copy of the letter is available here.

The National Retrofit Strategy includes the call for green mortgages to provide finance for people to install low-carbon heating, stamp duty rebates on refurbished homes, reduced VAT on home improvements and loans to landlords to improve their properties. 

The UK has some of the oldest domestic housing stock in Europe.  Our homes account for 35% of all energy use and emit 20% of total carbon dioxide emissions. Widescale domestic retrofit is essential to the Net Zero agenda.  The Retrofit Strategy will help position the UK as global market leader in the low carbon economy. 

Brian Berry, Chair of the CLC Domestic RMI Working Group said: 

The National Retrofit Strategy is a blueprint for making green home upgrades accessible to all British households. This will help make our homes more comfortable and cheaper to run. This strategy also has the potential to unlock 100,000 new jobs and save 2.53Mt of carbon dioxide in the first four years, in return for £5.3 billion of Government investment. This will support the levelling-up agenda, helping us to build back better and greener.
