Skills Delivery Manager
Join our HR, Employment and Skills team at ECA
We are looking for an experienced and proactive Skills Delivery Manager to lead the operational delivery of ECA’s national skills services. This is a high impact role, supporting our Members with expert advice on apprenticeships, qualifications, training pathways and workforce development, while working closely with partners across industry, education and government linked bodies.
This role is ideal for someone who enjoys combining leadership, technical expertise and stakeholder engagement to deliver services that make a real difference to employers and the wider skills system.
About the Role
As Skills Delivery Manager, you will oversee ECA’s skills advice services and ensure Members receive accurate, accessible and high-quality support. You will play a key role in shaping and improving ECA’s skills offer, aligning delivery with national skills policy and ECA’s strategic learning and Growth Hub agenda.
Key Responsibilities
- Lead and continuously improve ECA’s skills advice service, including the helpline, written guidance and digital content
- Ensure all skills information is accurate, compliant and easy for Members to understand and use
- Produce practical resources such as webinars, videos, templates and guidance to support workforce development
- Provide high quality technical advice on apprenticeships, qualifications, funding, grants and employer responsibilities
- Capture and manage Member interactions using Salesforce and analyse feedback to identify risks, trends and opportunities
- Build strong relationships with training providers, regional partners, devolved authorities and sector organisations
- Represent ECA within Electrotechnical Training and Careers Alliances and other cross industry forums
- Support regional teams with skills initiatives, events and Member engagement
- Act as Secretary to the ECA Skills Standing Committee and support governance reporting
- Work closely with the Head of Education and Skills, Growth Hub and Learning Strategy teams to align delivery with future priorities
About You
We are looking for someone who brings:
- Strong knowledge of apprenticeships, FE systems, qualification frameworks and skills funding
- Experience advising employers and navigating complex provider and stakeholder networks
- The ability to translate complex policy or technical information into clear, practical guidance
- Excellent written, verbal and digital communication skills
- Strong organisational skills and the ability to manage competing priorities independently
- An analytical, problem solving mindset with a focus on continuous improvement
Desirable Experience
- Experience within electrical contracting, building services or engineering services sectors
- Experience supporting committees, governance groups or policy influencing activity
- Understanding of devolved skills policy, LSIPs or related funding structures
- Experience using digital learning tools, content creation platforms or CRM systems
