CIBSE (the Chartered Institution of Building Services Engineers) has published an update to TM39 Building Metering and Monitoring, to promote best practice for the design, specification, installation, commissioning, data export, and use of energy metering and submetering data in non-domestic buildings. 

It provides guidance for new and existing buildings and is a resource for designers, owner–occupiers, facilities managers, landlords (and letting/managing agents acting on their behalf), tenants, managers, staff and all others who benefit from the energy data that metering and monitoring can provide.

This update comes 17 years after the last edition was published in 2009.
